At his inauguration in 2007President Umaru Musa YarAdua served
notice that he would be a unique leader. He came
with a new phrase to capture the essence of this
tenure.I
will be your servant- leader, he said. Many
believed him despite the credibility problem that
heralded his emergence as president. In spite of
the questionable election, YarAdua enjoyed a good
dose of what many referred to as the benefit of
the doubt in the hope that the new president would
ultimately perform.
But the performance profile of Yar`Adua`s
regime has not been impressive so far. Despite his
pledge to declare emergency in the power sector, the
promise remains unfulfilled and electricity supply
remains epileptic. There has been a general state of
inertia. Nothing demonstrates this more than the
president’s embarrassing failure to constitute a
new cabinet months after he openly hinted at that. When
he finally named the new minister, there was really
nothing spectacular ; in fact he courted further
controversies by including former governors who were his
colleagues among the new minister.
The new ministers who were former governors
include Adamu Aliero, the former governor of Kebbi state
who is now the minister of the Federal Capital Territory
,FCT. The FCT is a grade A appointment and many often
wish to grab it. Also Achike Udenwa, the former governor
of Imo state emerged as minister of Commerce and
industries while Dr Sam Egwu, the former governor of
Ebonyi state is the new minister of education. With this
appointments President Yar`Adua even surprised many by
his generosity towards the former governors. It was
earlier thought that only two ministerial offers would
be made to the ex-governors. Before then it was reported
that the ministerial list would be filled by ex
governors. That anxiety even led some senior citizens
like Cardinal Olubunmi Okogie to urge Yar`Adua to resist
the temptation of making former governors ministers.But
Yar`Adua apparently merely scaled down the level of
involvement of his former colleagues. He seems,
from the appointments too engaged with them to
resist having them on board.
Trouble is that most of the former
governors who are now falling over themselves as
Yar’Adua’s allies have credibility problems hanging over
their necks. Many of them are being prosecuted for
alleged corruption while serving as governors of their
respective states. The Economic and Financial Crimes
Commission EFCC under its former Chairman Nuhu Ribadu
commenced the trial of some of the former
governors. Ribadu had told the senate in the last months
of the Olusegun Obasanjo regime that about 30 governors
were being investigated. The Commission actually
commenced the trial of Saminu Turaki former governor of
Jigawa state, Orji Uzor Kalu of Abia state, Chimaroke
Nnamani of Enugu state, Jolly Nyame of Taraba state and
Joshua Dariye of Plateau state. Later James Ibori
of Delta state ,Ayo Fayose of Ekiti State , Ladoja of
Oyo State and Lucky Igbinedion of Edo state have joined
the growing list of ex governors on trial.
Interestingly, these former governors are
among the most influential politicians in Nigeria
today.It is ironic that while the profile and influence
of the former governors are rising in Aso Rock, Ribadu`s
woes are mounting. Ribadu`s unforgivable sin was that he
dared to take on the ex governors. Under the Obasanjo
regime such men were uncomfortable as they were
repeatedly under the search-light of the anti corruption
agency. Now they feel free and their influence appears
to be growing. Nothing attests to their growing
influence better than their coalescing into a new body
called the Ex- Governors Forum. Most of these men who
still have problems with the law were in the
presidential villa to meet with the president. And he
indeed granted them audience.
That was on Friday January 9th
2009.Some former governor paid a visit to the president.
After meeting with them the cameras were on hand to
cover the scene on national television where Lucky
Igbinedion the embattled former governor Edo state
addressed the media. Igbinedion has just had a
controversial verdict from the High Court in Enugu. The
EFCC has even appealed the verdict. But he was among
those that visited the president. Other former governors
at Aso rock include victor Attah, Bola Tinubu, Segun
Osoba ,Abdulkadir Kure Ayodele Fayose, Joshua Dariye and
Rashid Ladoja.
Reports said they went to the villa to
thank the president for giving some of them
national honours and for also giving political
appointments to some of their candidates .They also
reportedly gave advice to the president on
other issues. They urged him to draw lessons from the
successful transition programme in Ghana that saw to the
emergence of Professor John Attah Mills an opposition
candidate emerge as president. Most of them were at the
new Ghanaian president`s inauguration and are thus
seeking to replicate the same smooth and credible
transition next time.They equally made suggestion on how
to steer Nigeria out of the murky waters of the global
economic meltdown. The reports of their visit clearly
came as a strange development. Most of these
governors left no legacy that is worthy of emulation and
it is curious that they have constituted themselves now
into a band of advisers.
The reality however is that they simply went
to pledge their loyalty to the president who is
increasingly viewing political loyalty as the
basis for relation with people and groups.That
suspicion of disloyalty saw to the sacking of
Babagana Kingibe.The rough times Nasir El-Rufai former
minister of FCT and Nuhu Ribadu are going through are
said to be in part a reflection of the fact that
some whispering campaigns have been made within the
Villa that they did not originally support Yar`Adua.Some
former governors are known to be behind these campaigns
against Ribadu and others.
What the ex-governors have done by their
group’s visit was to actually give official
seal to the widely known fact that this president
is more at home with them.The most influential member of
the club of ex governors is James Ibori, the
immediate governor of Delta State.Ibori --whose arrest
by Ribadu was followed by the chain of
events which led to the eventual ouster of the
world renowned anti -corruption czar--has remained
in the centre of decision making.His close associate is
one of President YarAdua`s aides in the
villa.Mike.
So even though these ex governors are
fugitives from justice, the president has been very
comfortable with them.In fact, Saminu Turaki, former
governor of Jigawa was the first to give the full
picture of the kind of relationship one should expect
between this band of embattled ex governors and the
presidency. Turaki who is now a senator began a
campaign to extend Yar’Adua’s tenure just as the
National Assembly commenced the process of reviewing the
1999 constitution. Rather than denounce this outmoded
sycophancy, reports have been reportedly suggesting that
the former Jigawa state governor is one of those who get
the ears of the president when he so chooses. Already
reports from Jigawa state indicate Saminu may be behind
the rumours reaching the president that incumbent
Governor Sule Lamido has presidential ambition. This
situation has soiled the relationship between the
president and Lamido who is believed to have personally
visited Yar`Adua to tell him that the rumour is the
handiwork of sycophants. A top level official in Jigawa
state confirmed to Insider weekly that the governor is
aware of the curious role being played by Saminu
to create disaffection towards him. This alliance
between the president and his former colleagues who are
deficient in credibility has indeed got many
worried.
But it is the visit to the Villa by the body
of ex-governors that was seen as so obnoxious a step
that it even elicited the protest and disagreement from
another former governor. Attahiru Bafarawa, the former
governor of Sokoto state believes what is happening now
is sycophancy, pure and simple! Bafarawa in his reaction
said his former colleagues ought to have been content
with one of their colleagues emerging as president.
Apparently Bafarawa saw the visit to the villa as a
sycophantic move not just to thank him for what he has
done for them but perhaps as a lobby group that may be
positioning itself to do the bidding of the
president instead of acting as a group that should give
wise counsel to Yar`Adua. In the words of Bafarawa, “we
should now refocus our attention to serious issues of
governance, draw his attention to critical areas of
nation-building which are sorely lacking
under the present circumstances.”
The former governor of Sokoto did not stop
there added : “if we must visit the
president at all,our aim should be to tell him about the
state of the nation,we are in a better position to feel
the pulse of the people .We know how hungry the people
are because we interact more with them.” Bafarawa
listed some topical issues on which the former governors
need to advice the president truthfully.The issues
include finding solution to the Jos crisis to avert a
recurrence,the economic meltdown, the endless fall of
the naira at the foreign exhange market ,the decaying
infrastructure including the ever dwindling
supply of electricity,water and housing problems
among others.
He therefore urged his former to honestly
explore avenues of providing good leadership to the
people instead of treading the path of sycophancy.
Bafarawa`s opposition to the visit by his former
colleague may not be a surprise.
Even while serving as governor, he exhibited
such rebellious streak. At several fora he castigated
the leadership style of President Olusegun Obasanjo. He
appears to have some rebellious tendencies like Colonel
Abubakar (retd) the retired former governor of Kaduna
state.Colonel Umar too has been one of the most
vocal voices against injustice; and he campaigned like
most other progressives did against the third term
plot.Bafarawa too was one of those who even though in
power exhibited the unsusual rebelliousness by kicking
against Obasanjo`s third plot. It was no surprise that
he was made to pay for it as Bafarawa`s candidate was
overpowered by the PDP machine in the last governorship
election in Sokoto. While Bafarawa was busy with his
presidential campaign, the PDP swept the Sokoto turf
from under his feet.
It is interesting to note that while the
former governors are satisfied with the efforts of the
present government, even President Olusegun Obasanjo who
installed Yar`Adua seems very disenchanted. Obasanjo`s
disenchantment came to light last Monday during the
shocking visit by former Vice President Atiku Abubakar
to Obasanjo in Abeokuta. The former president and his
deputy who left power on a frosty note met to the
surprise of observers. It is believed they maybe working
towards a new kind of alliance that may eventually see
Abubakar return to the PDP. But there may be more to it
.Obasanjo according to reports said: ``we as
former public office holders have a responsibility
to come together and help our country
especially when things are not going the way we
want.We have to sit down and review the
situation.”
While Obasanjo, Abubakar and others may not
be happy with the state of the nation, the YarAdua
Political Fans` club is growing and it is not
limited to ex governors alone. Even Some of the
incumbent governors seem to have read through the
minds of members of the first family. Such incumbent
governors have chosen an unusual kind of political
insurance policy which is to hold on to the president by
marriage. Since the president assumed office, two of his
daughters have been given out in marriage to serving
state governors. The first to marry Yar’Adua’s daughter
was Governor Saidu DakinGari of Kebbi state who married
Zainab Yar’Adua. Dakingari is an associate of Aliero,
the new FCT minister. And in the build up to the 2007
general elections Aliero became very close to Yar’Adua.
It was the president who was preparing for election in
2007 that actually urged Aliero to decamp to the
PDP from ANPP.The reason was to enhance a clean
sweep of the North West zone. Apparently, Aliero’s
closeness to the first family paved the way for his
associate to clinch the president`s daughter.
But the marriage
believed to have generated a lot of debate among
insiders even before the wedding date was that of
Governor Yuguda of Bauchi State and Nafisa, another
daughter of the president. The talks about the marriage
revolved around the items the governor was said to have
presented for the consummation of the wedding. Informed
sources said Yuguda presented 22 boxes filled with
clothings. He was said to have accompanied the boxes and
clothings with $500,000 to generously facilitate the
sewing of the clothes. That is not all, two American
SUVs were to come in handy. The question on the minds of
insiders last week was: Did the president sanction this?
But some of Yuguda’s aides claimed that this list of
items is not the true reflection of what was
presented. They said the governor’s
political enemies were at work spreading incorrect
information. But none of them volunteered details of
what was indeed presented.
Daily Sun on Thursday January 22 2009 quoted
one Mohammed Umar, an ace broadcaster who said the
first family may not be responsible for
choosing who their daughters marry.Said
Mohammed:``no, no.I will not blame them(the first
family).At times it is circumstances that bring
the highly(placed) and well to do spouses to the
lucky girls``.He added that ``a governor may visit
the Yar`Aduas, see their daughter and express his
desire to marry her.If the lady agrees and the
family has no objection to the marriage, it is all well
and good.There is no problem``.
But many Nigerians say there is
political ‘connection’ that such weddings
guarantee. It is sure to strengthen their political
immunity of the in-laws. And as if to prove the
political side of the wedding, sources said that
Yuguda who became governor on the platform of ANPP
will join the PDP after the wedding.Truth is that
he was originally in PDP but the attempt to deny him the
guber ticket in 2007 made him decamp to ANPP. Now he
will soon return to his first love.What is certain is
that Yuguda like Dakingari has joined the league of
YarAdua`s men who may never do anything wrong.It is most
unlikely that the EFCC and ICPC will ever bother
themselves anymore about these members of the
first family.
Amazingly, while the president is receiving
discredited politicians with open arms, those he
suspects not to be loyal to him are being
alienated.Despite his obvious ill- health, the
president`s friendship seems to be anchored on a
person`s political reliability for future political
battles like the 2011 polls.The need to have what
he believes to be a formidable corps of loyalist for
future elections may be the singular reason Yar`Adua may
be surrendering to these ex governors.Perhaps his case
is made all the more so because he can no longer
rely on former president Obasanjo,his immediate past
benefactor,who ensured he was installed into office
against all odds.
While the former governors and the band of
growing in-laws may enjoy protection, the same is not
likely for some of the incumbent governors.Insider
weekly has learnt that YarAdua truly makes friends if he
is sure of loyalty.If he doubts your loyalty, the
relationship may either sour or he will at best keep it
at official level.In fact the use of EFCC and ICPC may
intensify soon in a bid to hunt down those whose
political loyalty in the near future cannot be
guaranteed by the president, his close allies and some
of those who purport to be working for him.That is the
misfortune which has hit some serving governors
already.The story of Jigawa State Governor Lamido has
been stated earlier.
It is shocking that ex -governor Turaki whose
regime has questions to answer is the one found credible
enough to lead the onslaught against Lamido.But the
incumbent governor of Jigawa state is said to be
watching the turn of events carefully .He believes there
is nothing bad in aspiring for the presidency.What seems
to irk Lamido is that this tale of his presidential
ambition was a story created by his political foes and
sold to the villa.The presidency seems to have bought
the dummy hook, line and sinker.
Of course, Governor Jonah Jang of Plateau
state is no longer a friend of the
president,because his loyalty is in doubt after failing
to tag along with the president`s point of view on the
recent mayhem in Jos.As the magazine reported last
week, a plot to impeach Jang is in the offing by the
hawks who feel the governor should be thought a lesson
.But there are those who believe impeaching him now will
be counter productive.
There is even the cat and mouse came being
played out in Zamfara state.Though Governor Mahmuda
Aliyu Shinkafi of the ANPP decamped to the PDP recently,
he is said to be in an uncomfortable position.President
Yar`Adua has forged a curious friendship with Ahmed Sani
yet another former governor of Zamfara State.Actually,
it was Sani that seemed to have perfected moves to
decamp into the PDP but Shinkafi beat him to it.But
sources say there is no let up yet for Shinkafi who has
been having a running battle with Sani his former
boss.Shinkafi`s woes are deepened because Yar`Adua
is very uncomfortable with him.According to an insider
the president seems to doubt Shinkafi`s loyalty
because the incumbent governor of Zamfara state is
married to General Ibrahim Babangida, IBB`s daughter.
President Yar`Adua sees Babangida as a
political enemy. But the president, perhaps in a
bid to give him a false sense of security
appointed IBB as an envoy to Guinea in the aftermath of
the recent coup d`etat in the west African country.
Sadly for IBB his comment in praise of the
coupists in Guinea has earned him endless bad
press back home in Nigeria.
The suspicion about Shinkafi was said
to have been so serious that some people even thought
the president would not attend the gathering in Gusau to
officially hand over the PDP flag to the state governor.
Such fears were not without basis. For some time, the
president seemed more at home with ex governor Sani.
The ex governor traveled in the same convoy with
the president to Sokoto to launch Governor Magatakarda
Wammako`s election re run campaign. Sani ,an ANPP
senator even addressed the PDP rally in Sokoto.The
president was also reported have shunned the incumbent
governor on another occasion.These events left tension
in the air ahead of the ceremony meant to receive
Shinkafi into the PDP.But in a move laced with political
deceit or even subterfuge Yar`Adua did not only attend
the reception for Shinkafi in Gusau,he actually
praised the governor for the lofty efforts at developing
the state.
However, insiders said by the time the
president attended that occasion, another
strategic event had redefined Yar`Adua`s relationship
with Yeriman Bakura as former Governor Sani is
known.Yerima has been given a new assignment. He
is to remain in the ANPP to execute YarAdua`s new agenda
which is to cage General Muhammadu Buhari, the ANPP
presidential aspirant.Yar`Adua wants Buhari to remain in
ANPP.
The game changing event of the recent past
was the media revelation that General Buhari may
dump ANPP. Yar`Adua prefers to see Buhari in ANPP
than to let him quit and lead any coalition of
opposition parties. The fear of the emergence of such
coalition is the reason why Sani has been persuaded to
remain in the ANPP. The ex giovernor`s new role is to
prevail on Buhari not to quit ANPP. He is to give the
General every assurance that ANPP is his best bet; that
the ANPP remains committed to making him presidential
candidate again. With such and perhaps more sugar-coated
promises, Yerima is to keep the General within the
ANPP which the presidency appears very comfortable
with. Buhari`s exit will shatter the calculations of the
president and his cronies.With this strategic
calculation in mind, the president remains chummy
with Yerima while Shinkafi`s links with Babangida
makes him seemingly unwanted by Yar`Adua despite every
attempt by the governor to be a good party man. In
fact, sources say Sani is using his closeness to
Yar`Adua to intimidate Shinkafi now.
As things stand, Yerima and other former
governors are enjoying their party with the president.It
is the nation that is bound to suffer as most of
these new associates of the president are more
interested in their political survival rather than
national rejuvenation. Perhaps it is survival instincts
too that have made Yar`Adua succumb to them
since his erstwhile political benefactor seems
angry with him now. The group of ex governor may be
standing in as Yar’Adua’s bridge to future political
victory. Perhaps.
But it is equally quite ironic that
Obasanjo today seems to enjoy more popularity even
within the Kano state chapter of the PDP. The protest by
Kano state members of the party may bear the seed of
disenchantment with the president. The people reportedly
called Yar’Adua, a fellow northerner unprintable
names while the same Kano people praised Obasanjo, a
southerner who was just a few months ago
derided as a failure in many circles of the North.
Perhaps, that is a warning signal for Yar’Adua to shape
up, realign his political vision towards a more
people-friendly, truly progressive, principled and
genuine anti-corruption drive.
The perception that his regime is the haven
for questionable ex-governors does the regime no good.
The president`s increasing unpopularity is worsened by
the regime`s inability to make positive changes so far
in the people`s lives. Yet the people seem patient and
are ready to give him a chance to make amends .Is he
listening?

6 Ghanaians, 1 Nigerian in EFCC Net Over N330million Oil
Theft
The
Economic and Financial Crimes Commission, EFCC has begun
investigation into the theft of 4000 metric tonnes of
petroleum product with an estimated market price of over
N330 million by six Ghanaians and a Nigerian in Delta
state.This is coming barely eight weeks after the
Commission arraigned 14 Fillipinos before a federal high
court in Benin, Edo state for oil bunkering.
The
suspects who are being interrogated by EFCC operatives
in the Commission’s Port-Harcourt zonal office include
Ernest Anim (35), Wellington Adobah (51), Kwesi Eminsang
(48), Abraham Yao Adobah (50), Seth Kpodzine (49), Frank
Opoku Anim (42), all Ghanaians and their Nigerian
accomplice, Ochuko Omere (29).
The six suspects who are being investigated for
conspiracy and oil bunkering were handed over to the
EFCC on January 22, 2009 by the Joint Task Force(JTF)
codenamed Operation Restore Hope, based in Effurun
barracks Delta state.
Investigations revealed that the suspects were nabbed
along Charomi creek by the JTF men on December 29,2008
at about 3:15am with a vessel that bore conflicting
names- SANDRA VELETA, MT ATIMA and MT HOPE. The vessel
was loaded with 4000 metric tonnes of petroleum product
suspected to be crude oil.
Meanwhile, the EFCC chairman, Mrs Farida waziri has
directed that the suspects be charged to court following
a preliminary report on the investigation.
The EFCC
operatives have already visited the scene of crime and
sample of the product already taken for laboratory
analysis.

2011: North begins search
for Yar’Adua’s successor

A build-up
to the 2011 elections has begun in the North with some
influential political figures in the North-West shopping
for replacement for President Umaru Yar‘Adua.
The Arewa elite still believe that Yar‘Adua
is not their candidate for the country‘s topmost
political job, which former President Olusegun Obasanjo
foisted on them.
A former executive member of
the Arewa Consultative Forum told Sunday Punch in Abuja
that a high level political network which included
traditional rulers and former military president, Gen.
Ibrahim Babangida had been set up. The group,
whose activities remain covert for now, is said to be
looking in the direction of Col. Abubakar Umar (rtd), a
former military governor of Kaduna State , because of
national appeal.
Umar was a known critic of
Obasanjo‘s eight years administration and staunch
supporter of the June 12,1993 presidential election,
annulled by Babangida.
However, Yar‘Adua has not
said anything regarding a second term ambition, but some
members of the Peoples Democratic Party are worried
about his performance 16 months since he came to office,
and the state of his health; and how these would impact
on the party in 2011 polls.
It is for this
reason that Obasanjo reportedly held a surprise
consultative and reconciliatory meeting with his
estranged deputy, Alhaji Atiku Abubakar, where they
reportedly deplored the state of affairs in the country
after they left office in May 2007.
He was
reported to have said, ”We as former public office
holders have a responsibility to come together and help
our country, especially when things are not going the
way we want. We have to sit down as stakeholders to
review the situation.”
Obasanjo allegedly
admitted making a mistake in supporting Yar‘Adua for the
Presidency in 2007, adding that he would not repeat the
same mistake in 2011.
Atiku, had on many
occasions said he would contest the 2011 presidential
election; and many observers believed that his
rapprochement with Obasanjo was preparatory to his
return to the party which he hoped to use to actualise
his ambition.
The Arewa source said, ”They
want someone who can easily cross the North-South divide
and they firmly believe that with someone like the
former military governor of Kaduna State , Colonel
Abubakar Dangiwa Umar (rtd), a lot of impact can be made
across the country.
”It is believed that Umar
remains one of the most acceptable northerners in the
South and even though he is a prince of Gwandu Emirate,
the support of northern traditional rulers, retired
bureaucrats and other elite may be leveraged to get him
the appropriate quantum of support in the North.”
According to the source, the group is spreading
its tentacles to the oil-rich South-South zone and has
co-opted a former governor who is likely to become a
running mate.
Two days after the Obasanjo and
Atiku parley, the PDP National Working Committee met in
Abuja but no statement was issued on the outcome of the
meeting.
But the Action Congress, the party that
Atiku flew its flag in 2007 poll met in Abuja on
Thursday and denounced his parley with Obasanjo; saying,
his step was a “political misadventure.”
Investigations show that opinions are sharply
divided among members of the PDP NWC on the possible
return of Atiku to its fold.
Asked for his
comments on these developments, the PDP National
Publicity Secretary, Prof. Rufai Alkali declined. Similarly, the party‘s National Vice-Chairman,
North-West, Dr. Danladi Sankara, refused to speak on the
party‘s disposition towards Atiku.
In a
telephone interview with our correspondent, the
North-East National Vice Chairman Chief Paul Wampana,
said, “I am not the person to speak on behalf of PDP.
You have to go and speak with Prof. Alkali,” he stated
on telephone.

Although the 2011 presidential
election is still two years away, intrigues are building
up and have begun to heat up the polity. The same
characters that have dominated the political field since
1998 have not given up. Early last week, Atiku Abubakar
visited former President Olusegun Obasanjo at his
Abeokuta home. There have been several denials and
speculations on the motive behind the visit. But a
source close to Atiku told LEADERSHIP SUNDAY that the
former vice president is warming up to run for president
in 2011 under the ruling party's ticket. It is a
prospect that is currently rocking the PDP and giving
the incumbent leader, President Umaru Musa Yar'Adua,
sleepless nights. The source said that Yar'Adua, due to
his health challenges, may not run in 2011 and that last
week’s meeting between Atiku and Obasanjo was to prepare
the stage for Atiku's eventual emergence as the nation's
next president.
But Garba Shehu, Atiku’s media
man, has denied the insinuation, noting that although
Atiku will contest the 2011 presidential poll, there is
no talk yet about the party under which he will run. He
said Atiku himself did not indicate whether he would run
on the AC ticket. According to Shehu, the AC itself is
undergoing changes and may change its name in future to
accomodate other parties. He said Atiku is still in AC.
In a reaction yesterday, a founding father of
the PDP, Isyaku Ibrahim, noted that Atiku’s calculations
are "simplistic and unrealistic," stressing that the
former VP's political career has been ruined by the
visit.
Ibrahim said: "Atiku exhibited naiveté to
think that PDP would give him the ticket in 2011. No
serious politician would consider such a person worthy
of the party's ticket. Atiku's best bet was to build the
AC. But if he thinks some funny governors who said they
are controlling the party would get him the ticket, he
is joking and naïve. He is just an opportunist; if he
tries it I will work against him. Not just me but those
he betrayed. Atiku had close political confidants and
followership that he didn't even inform about his
meeting with Obasanjo. That shows he lacks principles.
Remember, many people left the PDP for his sake, and
only for him to do this? He didn't even have the common
decency to tell his running mate in the last election,
neither did he consult his associates."
On the
explanation given by both Atiku and Obasanjo over the
meeting, Isyaku said: " That is preposterous. If
Obasanjo said they met to help this country, was he not
the one who destroyed Nigeria in the first place? They
were there together; what did they do? He brought
Nigeria to its knees. In some countries like China,
Obasanjo would have been publicly executed. But I don't
blame them. Atiku and Obasanjo are not politicians. I
consider their meeting as that of a retired soldier and
a customs officer. Not men schooled in hard politics.
Real politics is too serious for this kind of
mockery."
Last Thursday, Atiku shunned his party,
the Action Congress, which held its NEC meeting in
Abuja. For many observers, this was a clear sign that
Atiku was prepared to dump the AC, the party that failed
to win for him the presidential election held in April
2007. Atiku's spokesperson explained that his principal
was not a member of the NEC. But a source confided in
LEADERSHIP SUNDAY that Atiku’s running mate in the last
election, Ben Obi, was shocked at the reported meeting
between Obasanjo and Atiku, saying that he was not
contacted.
Yar'Adua's precarious
position
Perharps owing to Yar’Adua’s health
profile and other considerations, pundits wonder if he
would be fielded by his party come 2011. Conspiracy
theories abound, but the foremost is that Obasanjo
himself is not disposed to supporting a second term for
the incumbent. A source noted that from the meeting of
Atiku and Obasanjo, it is clear that " Yar'Adua's goose
is cooked".
The source noted that even Yar'Adua
himself knows that he is not going to run for a second
term, stressing that shortly after he returned to the
country from the U.S. Atiku hinted that he would run for
the 2011 presidential race, a fact which Yar'Adua
himself acknowledged. This was when the Supreme Court
was yet to deliver judgement on the appeal he filed
challenging the election of President Yar'Adua.
The declaration of interest to run for the 2011
presidential election, according to another Atiku
confidant, meant that Atiku had already conceded defeat,
"having known the outcome of the judgement of the apex
court before it was delivered. By implication, it meant
he must have had some sort of agreement with both the
president and his men".
Continuing, he said:
"Those people you see that are not disposed to Atiku's
coming back to the PDP are people that were not privy to
the series of meetings held on this issue. They are the
ones that are also benefiting from the current
administration, and that is why they want to force
Yar'Adua to stay behind and have a second term against
his wish. If they understood the politics that has been
going on for some time now, they would not be against
his return to the party. I believe a section of the
leadership of the party is aware of this agreement and
they can never oppose it."
A divided
PDP
Following the confusion engendered by the
meeting of two foes, former President Obasanjo and his
former deputy Atiku Abubakar, the leadership of the PDP
is completely divided over the anticipated return of
Atiku to the party.
Atiku, a founding member of
the PDP, dumped the party for the AC, under which
platform he hoisted his presidential ambition in 2007.
He left the PDP during the heat of his face-off with his
former boss, Obasanjo.
Surprisingly, Atiku paid a
courtesy visit to Obasanjo at his residence in Abeokuta,
Ogun State, Monday, and he was led by a PDP governor,
Olagunsoye Oyinlola of Osun State.
A statement
issued on Wednesday by the Atiku media office in Abuja
explained that "the meeting was not about the 2011
presidential election as some people have misinterpreted
it. The two leaders decided to bury the hatchet and
focus their attention, redirect their energies, and
harness their collective experiences for the benefit of
the country". But leaders of the PDP who confided in
LEADERSHIP SUNDAY revealed that "this is purely part of
the preparation of grounds for him (Atiku) to come back
to the PDP".
A member of the current National
Working Committee (NWC) of the PDP, who pleaded
anonymity because the party has not taken a position on
the visit, told LEADERSHIP SUNDAY that "the meeting is
basically part of the re-alignments for the 2011
presidential election. Nigerians should not be deceived
by any section or person that it was to look into the
state of the nation that the two leaders met. No. It is
purely part of the programmes that will usher Akitu back
to the party, before or after the convention which will
hold any moment from now".
"Already, this move
has started generating bad blood in the rank and file of
our party. Many of our members see it as a stab on the
back of Yar'Adua by Obasanjo. Some of the leaders are
thinking this might be part of the plot to stop Yar'Adua
from getting a second-term ticket. This group to which I
belong will fight to frustrate the ambition of the
former number two citizen," the source
said.
Going by the provisions of the constitution
of the PDP, Atiku needs a membership period of at least
two years to be eligible to contest for the presidency
on its platform.
Another source who spoke to our
correspondent noted that Atiku's trip to Ota was
self-serving and aimed towards achieving his life-long
ambition to be the president of Nigeria.
Noting
that there was noting wrong in his coming back to the
party he helped to form, a ranking officer of the
Senate, who preferred anonymity, stated: "This is the
time we have been waiting for. It is now that the
business of politicking will start in earnest. The
present administration, which has seemed rather lukewarm
in the discharge of her duties, will now know that if it
does not perform, another agile person is waiting next
door to kick her out. The 2011 election will be based
purely on performance. There's no way Yar'Adua will have
an automatic return ticket. He must convince the people
that he deserves it through his
performances.
"Yes, he might feel betrayed by
Obasanjo, but what he is doing is a complete
embarrassment not only to Obasanjo, who helped a great
deal to bring him to power, but also to our great party
and its leadership. The president seems to have lost
focus on all areas and he is taking the country over 20
years behind where Obasanjo left it, and people expect
him (Obasanjo) to keep mute.
"What Atiku did was
the most appropriate thing to do and that is what we
advised him to do. The party leadership is already aware
of the development and they are making the necessary
preparations to receive him when he finally
returns."

governors, two former heads of state, Ibrahim Babangida
and Chief Olusegun Obasanjo, as well as former Vice
President Atiku Abubakar were among the hundreds of
dignitaries that stormed the ancient city of Katsina
Saturday, to witness the wedding fatiha of the daughter
of President Umaru Musa Yar’adua and the incumbent
governor of Bauchi state, Alhaji Isa Yuguda.
The
marriage, which was solemnized at the family house,
Yar’adua quarters of the President in Katsina
metropolitan city, was also graced by the Vice
President, Good luck Jonathan, the Senate President,
David Mark, Speaker House of Representatives, Dimeji
Bankole, Secretary to the Government of the Federation,
Yayale Ahmed, former Chief Justice, Muhammed Lawal
Uwais, all serving ministers, traditional rulers, heads
of federal parastatals and extra ministerial
departments.
The marriage was presided over by
the Chief Imam of Katsina central mosque, Imam Muhammadu
Lawal while the emir of Daura, Alhaji Faruk Umar Faruk
represented the family of the President in giving out
the daughter to the emir of Ningi, Muhammadu Danyaya who
represented the family of Governor Isa Yuguda.
Father of the bride, Yar’adua and all the
dignitaries present, witnessed the solemnization where
the representatives of Governor Yuguda presented N50,000
as the bride price and also undertook the vow as relates
to catering for the bride.
During the event
characterized by fanfare, drummers and jesters had a
field day despite heavy security mounted in the area,
causing heavy traffic.
The governors who were
present at the occasion include Ibrahim Shekarau of
Kano, Muhmud Aliyu Shinkafi of Zamfara, Namadi Sambo of
Kaduna, Sai’du Dakin Gari of Kebbi, Danjuma Goje of
Gombe,Babangida Aliyu of Niger, Danbaba Suntai of
Taraba, Adams Oshiomohle of Edo, and Ikedi Ohakim of Imo
states.
The rest include Governor Sule Lamido of
Jigawa, Bukola Saraki of Kwara, Admiral Murtala Nyako of
Adamawa, Ali Modu Sharif of Borno, Olagunsoye Oyinlola
of Osun, Aliyu Akwe Doma of Nasarawa and that of Delta
state, Emmanuel Oduaghan .
Those of Kogi,Yobe
and Sokoto were represented by their deputies, while
former governors of Rivers, Peter Odili, Jigawa, Saminu
Turaki,Cross River, Donald Duke, Bayelsa, Depriaeye
Alamisiegha and the new FCT Minister, Adamu Aliero were
also present at the occasion.
Equally present
were chiefs of the various Nigerian security agencies
which included the national security adviser, General
Abdullahi Sarki Mukhtar, Inspector General of Police,
Mr. Mike Okiro, Chief of Army Staff, Mohammed Dambazau,
Commandant NSCDC, Mr Abolorin, Fred Chidoka of FRSC, and
the Comptroller General of prisons and immigration, Mr
Ogunsola and C.J Ideh, among others.
The captain
of industry, Aliku Dangote, Governor of Central Bank,
Chukuma Soludu, chairman Unity Bank, Falalu Bello, and
his PHB counterpart, Mr. Olumelu, Owelle Rochas
Okorocha, chief economic Adviser to the President,
Tanimu Yakubu Kurfi, former governors of Kaduna and
Katsina state, Alhaji Lawal Kaita and Sai’du Barda, rtd
IGP Ibrahim Commassie, Chief Tony Anenie, chief Olabode
Georg e and members of the diplomatic corp. were also
not left out.
Traditional rulers and Ulamas were
led into the venue by the host emirs of Katsina and
Daura as well as the emirs of Das, Jama’are, Ningi,
Bade,Kazaure, Ringim and sheikh Dahiru Bauchi among
others.
Sunday Trust observed that the police
had blocked the main GRA road that leads to the city to
enable easy access for the high profile visitors even as
the alternative route behind the government house to the
Kofar Sauri city gates was also

At least three officials attached to
the office of the Vice President Goodluck Jonathan
have been killed in a road accident .The
officials met their untimely death while traveling
to Katsina for the wedding of Nafisa ,daughter of
President Umaru Yar`Adua to Governor Isa Yuguda of
Bauchi State.The wedding takes place on Saturday January
24 in Katsina.
Among those killed by the auto crash
include an Assistant Chief Information Officer in
the Veepee`s office Brian Ata ,a Cameraman Emmanuel
Babarinde and Thomas Adeyemi a security
staff.Others numbering six in the bus are
receiving treatment at a General hospital in the
aftermath of the accident.The tragedy occurred on
Thursday when a bus conveying them somersaulted
near katsina.
Prior to that incident,official
adverts on national television invited prominent
people and diplomats to the
wedding.Newsdiaryonline learnt that the wedding
has been a subject of discussion within the
circles of those privileged to know the undercurrents.Of
particular interest to many was said be Yuguda`s
generous items and materials presented to consummate his
weddng to his new heartthrob .They are said to be
mouth –watering including 22 boxes containing clothes
and $500,000 to sew the clothes as well as two
American SUVs for the occasion.Aides of the governor
however say the so-called list of items presented
is a figment of the imagination of Yuguda`s
political enemies.
Of course, the president is expected
to be on hand for the wedding.But even as he gives his
daughter out to yet another governor, his frail looks
continue to attract public concern.The presidency says
he is strong enough to carry out the functions of his
office..Those who have had close encounters with the
president feel really worried and prayerful that he
attains good health.Newsdiaryonline learnt of the
accounts of at least two people who met the president
recently.
Already reports say he may soon
proceed on a two week break.An official statement said
Vice President Jonathan will take charge of state
matters while the president is on leave.But this appears
like an abridged form of the leave he was expected to
take.Shortly after the Supreme Court Verdict, Sources
said he was planning to go on a five- week break.It was
later scaled down to four weeks yet he continued
to delay going out of the country.Now he is scheduled to
commence his two- week leave Monday.Though it`s is
officially referred to as `leave,` it is believed
it has all to do with his failing health.
But presidency is always very touchy
about reports about YarAdua`s failing health.In fact,
Leadership newspapers have been dragged to court
for daring to report that foreign doctors were
brought into treat him.Although the management of the
media organization apologized for the error in the
second part of the story, government went ahead to sue
the media outfit.
For now, all eyes would be on Katsina
where Nafisa , the president`s daughter will be given to
another governor.Earlier, Zainab had been married to
Governor Saidu Dakingari of Kebbi state.After the
wedding attention will revert to the president himself
whose slow speed in terms of performance has
earned strong criticism across party lines.

Militants reject Ekaette as Niger Delta

Ekaette’s tenure as Minister of Niger Delta
Affairs has commenced on a troubled note
with militants in the restive region saying
his appointment did not indicate a serious
commitment on the government’s part to
resolving the crisis in the region.
“We reject Ufot Ekaette’s appointment
vehemently and categorically. His
appointment questions the sincerity and
commitment of the Yar’adua government to
resolving the Niger Delta question,” Cynthia
Whyte, spokesperson of the militant Joint
Revolutionary Council said in an email to
Daily Trust.
Ekaette’s appointment is partly meant to
assuage the restive Niger Delta militants,
whose activities drastically cut Nigeria’s
oil production in the past few years leading
to losses of billions of naira in revenues.
But Whyte said his appointment was “a sad
and disappointing realisation of the fact
that somewhere within the Yar’adua
administration, something has gone awfully
wrong.”
Ekaette was Secretary to the Government of
the Federation [SGF] for eight years in
former President Olusegun Obasanjo’s
government.
“Ufot Ekaette may have served Obasanjo very
well in the eight years of the Obasanjo
regime but there is nothing in his record to
show that he has the capability, ideas,
quick-wits, zeal and intense drive to
deliver the Niger Delta from the doldrums of
arrested development,” Whyte said.
“Ufot Ekaette is the kind of person who you
appoint over a ministry where all is well,
not for a new ministry with so many
challenges to overcome before they get off
the ground. What was needed was a minister
who will get off the ground and start
running from day one. The Niger Delta today
needs serious and urgent action. To drive
this action, Yar’adua should have looked for
someone with strong performance pedigree.
Someonewho has done it before. Someone who
can create something from nothing.”
The statement continued, “It is based on
this premise that we suggested that Ex
Governor Donald Duke of Cross River State
should be drafted for the position. Our
thinking was simple. With the little funds
available to him during his tenure as
Governor of Cross Rivers state, he changed
the fortunes of the state around.
These are the kind of leaders and
administrators we need. Donald Duke is an
ideal person. He is also young and strong.
The Niger Delta today needs fresh infusion
of pragmatic ideas. Except something is done
urgently, every billion ploughed into the
Niger Delta will be wasted. Some will be
stolen.
Most will be misappropriated. The thieves
are still on the prowl.”
The group demanded then demanded for
replacement so that a solution could be
found to the Niger Delta issue.

Governor Adamu Aliero has finally made the list of
ministerial nominees which -Thisday reports indicate
-reached the Senate yesterday.Aliero faced severe
opposition but sources told Newsdiaryonline that
he has a more- than -meet -the -eye relationship with
the president`s family.The former governor who is now a
senator was personally approached by Umaru
Yar`Adua prior to the last general polls.Yar`Adua asked
him to dump the ANPP so as to assist in mobilizing
support for the PDP in the North west Zone.PDP
eventually won in Kebbi and Sokoto states.
In fact, a war of
attrition between Aliero and Attahiru Bafarawa created
room for the battle for control of sokoto and
kebbi.Though Aliero`s candidate won in Kebbi, Bafarawa`s
candidate was routed.In fact, it was Aliero`s candidate
Magatakarda Wamakko that won also as governor of
Sokoto state.But there appears to be some personal
reason why the first family is inseparable from
Aliero.The former Kebbi state governor is believed to be
the main man that smoothened the way for the incumbent
governor of Kebbi state to marry the president`s
daughter shortly after the first family assumed
office in Abuja.

Nominees: Senate Receives 6 More Names
To debate 2009 budget today

Senate
yesterday received six additional names of
ministerial nominees from President Umaru
Musa Yar’Adua bringing the total number of
nominees already forwarded to 19.
Among the six new names forwarded are Vice
Chairman of Senate Committee on Education,
Senator Adam Aliero (Kebbi), Mr Humphrey
Abbah (Kogi) and Captain Emmanuel Ihenacho
(Imo).
THISDAY learnt last night that their names
were sent to the senate after they scaled
trough security screening.
Also yesterday, the senate concluded the
screening of the first batch of 13
ministerial nominees, thus setting the stage
for their likely confirmation today.
Two nominees-Architect Nuhu Somo Wya (Kaduna)
and Alhaji Jibril Maigari (Yobe)- were
screened yesterday in the Committee of the
Whole Senate.
Wya was screened before the presentation of
the 2009 budget to the joint session of the
National Assembly by President Yar’Adua
while Maigari was screened after the
session.
But the Senate will this morning begin
debate on the general principles of the 2009
budget. The debate will be concluded
tomorrow consequent upon which the budget
would be referred to the Appropriation
Committee for further processing.
The other committees of the Senate will
become sub-committees of the Appropriation
Committee under the chairmanship of Senator
Iyiola Omisore for the purpose of processing
the budget.
Meanwhile, in his remarks at the joint
session yesterday, Senate President, Senator
David Mark said that the budget would have
profound social, economic and political
implications for the national economy and
the consequent attainment of the gals set
out in the Seven-Point Agenda of the Federal
Government.He said that “fiscal and monetary
policy, properly articulated, regulates the
roadmap of the national economy and steers
the ship of State towards the shores of
economic redemption, political stability and
national prosperity.
“it is our collective, unanimous and sincere
wish, desire and hope that this budget will
adequately address the current global
economic crisis, stimulate economic growth,
spur development in every facet of our
national life, and enhance the living
conditions of our fellow citizens and
adequately and realistically address those
fundamental issues that had hitherto
retarded our national development.”He said
that the National Assembly would be alert to
its constitutional responsibilities.
Stressing, “we will therefore continue to
take our oversight functions very seriously
in accordance with Section 88 of the 1999
Constitution to ensure accountability,
probity and transparency in public
expenditure.”
Mark continued: “We will work assiduously to
eliminate the misuse or misappropriation of
public funds and ensue strict adherence to
timely implementation of the budget.”He
assured that the need to ensure the
efficient use of public funds for the
promotion of the welfare of the Nigerian
people would be the cardinal principle in
the consideration and speedy passage of the
2009 budget.
Speaker of the House of Representatives,
Hon. Dimeji Bankole in his vote of thanks,
said that the National Assembly had
demonstrated its preparedness to support the
Federal Government through “our application
of the input-output outcome, corporate
governance and medium-term expenditure and
revenue profile.”
He said that the unwavering commitment of
the House of the National Assembly resulted
in the recovery of over N450 billion unspent
fund for the 2008 budget.
According to him, “Our investigations and
preliminary reports also revealed that $13.5
billion out of the $16 billion appropriated
for power, which about N2 trillion has not
led to any incremental result.
“Significantly too, preliminary
investigations in the National Assembly have
also discovered that in last five years
alone, over $3 to $4 billion collected by
Ministries, Departments and Agencies (MDAs)
was not remitted into the Federation Account
as constitutionally provided.”
While stating that the investigation into
the NNPC and Niger Delta was still ongoing,
he said that the exercise was not meant to
persecute or prosecute but to present “a
legislative framework” to make sure that
there is no repeat of the incidents.Bankole
said that the Legislature would continue to
ask the right question regardless of
internal and external distractions with a
view to correcting the mistakes of the past
and providing “a synergy with other arms of
government to ensure that the reforms
translate to desired outcome

Inspector-General
of Police, Mike Okiro has placed all police
commands
in
Nigeria on red alert.This was revealed by the
commissioner of Police in the Federal
Capital
Territory, John Haruna.
Already
the police High Command said on Wednesday that 5, 000
policemen are on duty at every hour across
Abuja.
The
police also alleged that it has uncovered serious plans
by members of the
Movement
for the Emancipation of Niger Delta (MEND) to attack
high-profile
personalities
and detonate explosives in Abuja.
Haruna
at a press conference stressed that fresh plans
have been drawn up to checkmate the threats by those he
described as
religious
fanatics who are desperate to cause panic and cause
mayhem in Abuja.
His
words:“There are reports on the threats posed by
disgruntled elements and religious
fanatics
over incidents that happened in Jos and we noticed
panicky movements of
people
in and out of the FCT. The report was so serious that
the Inspector-General
of
Police had to send out a red alert to every police
command in Nigeria on December
19.
A red alert means that during the period, no police
officer will go on leave
while
operations will continuously go on to prevent
threats.
But
Haruna did not stop there as he said that “Another
threat is from the hoodlums that call themselves
Movement for the
Emancipation
of Niger Delta (MEND); we all know that this is a group
that does not
mean
anything good for Nigeria. It is a group of demented
human beings and they do
not
represent any communal interest other than their
pockets.
“Four
months ago, MEND threatened to attack a company here but
now, they want to
attack
high profile targets in government, kidnap people and
detonate explosives.
Regrettably,
some international and domestic media have been giving
them undue
publicity
but we are ready to deal with them squarely; they will
not escape if they
dare
come here,”
Also
in Abuja,President Umaru YarAdua commenced moves towards
finding among others, the
types
and sources of weapons used during the Jos crisis last
month.
A
statement from the Office of the Secretary to the
Federal Government in Abuja on Wednesday said that the
weapons issue will be one of the top
priorities
of an eight-man panel approved by
President
Umar Yar’Adua. Members of the committee chaired by
Major-General Emmanuel Abisoye
include
Ambassador Fati Saad Abubakar and Ambassador G.B.
Preware while a director
in
the PrEsidency, Musa Shafii will serve as secretary.
Festus Okoye, a lawyer who is to represent
non-governmental organisations and civil society groups
on the
panel.The
armed forces, the state security service and the police
are expected to send their nominees
It
is expected that the panel will submit its report within
three months after its inauguration.The panel is
expected to
into
other issues in the Jos crisis.
A
statement signed by a Deputy Director in the OSGF,
Salisu Dambatta did not
specify
the dateof the panel`s inauguration.
The
panel’s five terms of reference include:
to
determine the remote and immediate causes of the unrest;
To
determine the extent of loss of lives and
properties;
To
determine the types and sources of the weapons
deployed
during
the unrest;
To
identify persons, groups or institutions responsible for
the
unrest,
and to recommend measures that should be taken in order
to
forestall future recurrence
